Hands-On Training for a Safer Tomorrow
Westshore E.M.R. is a company founded and operated by first responders, born out of a recognized need for more accessible emergency response education. In late 2020, we identified a significant gap in public education opportunities surrounding emergency response, with fewer hands-on training sessions and personal awareness programs available to the public.
In 2024, we officially expanded our mission by establishing a dedicated company focused on providing comprehensive training in prevention, awareness, and emergency response. Our goal is to equip individuals with essential skills to respond confidently in emergencies and to empower them to provide life-saving aid until professional assistance arrives.
Since our inception, we have actively contributed to educational programs in schools, churches, and throughout the community. These experiences have shown us the incredible compassion and strength of individuals who are willing to help others in times of need.
The collaborative efforts with our community partners have become our greatest reward, reinforcing our belief in the power of resilience and the importance of being prepared for any situation.

Empowering communities for emergency readiness
Jason Cowger
Jason Cowger brings over twenty-two years of experience in public safety to his current role as a Police Officer. He is also an active member of the Harford County FIRE-EMS Association, where he serves as a Firefighter and Emergency Medical Responder.
In addition to his operational roles, Jason is dedicated to community engagement and education. He is a key member of the Public Education Team and the Public Information Officer Team, contributing to public awareness and safety education efforts.
Jason’s commitment to the well-being of his colleagues is evident through his involvement in two Peer Support Teams, where he provides crucial support to law enforcement and fire department personnel. His extensive experience and multifaceted contributions make him a vital asset to the public safety community.
